Error in opening DB

Hi All,
I am encountering some errors in starting up the 10g DB. It is giving teh
following error.
ORA-00704 (See ORA-00704.ora-code.com): bootstrap process failure
ORA-39700 (See ORA-39700.ora-code.com): database must be opened with UPGRADE option
The DB mounts successfully, but while opening it is giving the error. I am
not doing any upgrade though. Simply trying to create a DB.
Please help.
